Instrctions Sheet - Applying for a FCC Ship Station License and a FCC Restricted Radio/Telephone Operators Permit. All boats with a VHF radio are now required to have a FCC Ship Station License when traveling in International Waters. So for most of that fish in Mexico, we now need to have this VHF Ship License as well as an Operators License. There have been some cases of the Mexican Navy asking for these permits when boarding your boat for inspection. If you don\'t have them you will more than likely be asked to leave Mexican waters.
